Housing Choice Voucher Program (Section 8)
The Housing Choice Voucher (HCV) program (formerly Section 8), helps low-income families, individuals, seniors and people with disabilities pay their monthly rent for apartments or houses in the Chelan and Douglas counties.
Registration to be placed on the Housing Choice Voucher waitlist is by a lottery process, which is only opened periodically. Registration for the Housing Choice Voucher waitlist is currently closed.
CCWHA provides assistance to rent with landlords in the Chelan/Douglas County through its Housing Choice Voucher program. Participants in the program receive a housing subsidy in the form of a voucher that they can use to rent a unit from any landlord in Chelan and Douglas county who meets the requirements.
Households in this program earn 50 percent or less of area median income (AMI) to qualify, and pay the portion of rent and utilities not covered by the voucher—typically 30 to 40 percent of monthly income. Preference is given to households that are at 30 percent or less of AMI and those who are homeless.

When and how do I have to report income changes?
When your income changes you must report these changes in writing and deliver or mail it to the Housing Authority office. Written notice is due within 10 days of change. You can now download a Change in Circumstance Form and either mail or drop it off at the Housing Authority office. Please be advised that these changes could take up to 30 days or longer to be processed.

How do I transfer to a different unit?
Participating families are allowed to move to another unit after the initial lease has expired, if the landlord and the participant have mutually agreed to terminate the lease, or if the Housing Authority has terminated the HAP contract. The Housing Authority of Chelan County and the City of Wenatchee will issue the family a new Housing Choice Voucher if the family does not owe the Housing Authority of Chelan County and the City of Wenatchee or any other Housing Authority money, has not violated a Family Obligation, has not moved or been issued a Housing Choice Voucher within the last 12 months, and if the Housing Authority of Chelan County and the City of Wenatchee has sufficient funding for continued assistance. If, in the case of portability, the move is necessitated for a reason other than family choice, the 12-month requirement will be waived, on a case-by-case basis.
What is the policy on Reasonable Accommodation?
Sometimes people with disabilities may need a reasonable accommodation in order to take full advantage of the Housing Authority of Chelan County and the City of Wenatchee's housing programs and related services. When such accommodations are granted, they do not confer special treatment or advantage for the person with a disability; rather, they make the program fully accessible to them in a way that would otherwise not be possible due to their disability. The Section 8 Administrative Plan clarifies how people can request accommodations and the guidelines the Housing Authority of Chelan County and the City of Wenatchee will follow in determining whether it is reasonable to provide a requested accommodation. Because disabilities are not always apparent, the Housing Authority of Chelan County and the City of Wenatchee will ensure that all applicants/participants are aware of the opportunity to request reasonable accommodations.
What are my rights under the Fair Housing Law?
It is the policy of the Housing Authority of Chelan County and the City of Wenatchee (CCWHA) to comply fully with all Federal, State, and local nondiscrimination laws; the Americans With Disabilities Act; and the U. S. Department of Housing and Urban Development regulations governing Fair Housing and Equal Opportunity.
No person shall, on the grounds of race, color, sex, religion, national or ethnic origin, familial status, or disability be excluded from participation in, be denied the benefits of, or be otherwise subjected to discrimination under the Housing Authority of Chelan County and the City of Wenatchee's housing programs.
To further its commitment to full compliance with applicable Civil Rights laws, the Housing Authority of Chelan County and the City of Wenatchee will provide Federal/State/local information to applicants for and participants in the Section 8 Housing Choice Housing Program regarding discrimination and any recourse available to them if they believe they may be victims of discrimination. Such information will be made available with the application and all applicable Fair Housing Information and Discrimination Complaint Forms will be made available at the Housing Authority of Chelan County and the City of Wenatchee's office. In addition, all written information and advertisements will contain the appropriate Equal Opportunity language and logo.
The Housing Authority of Chelan County and the City of Wenatchee will assist any family that believes they have suffered illegal discrimination by providing them copies of the housing discrimination form. The Housing Authority of Chelan County and the City of Wenatchee will also assist them in completing the form, if requested, and will provide them with the address of the nearest HUD Office of Fair Housing and Equal Opportunity.
How do I qualify for the Section 8 Program?
There are five eligibility requirements for admission to Section 8: Qualifies as a family/household; have a combined income within the income limits; meet citizenship/eligible immigrant criteria, provides documentation of Social Security Numbers, and sign consent authorization documents. In addition to the eligibility criteria, families must also meet the Housing Authority of Chelan County and the City of Wenatchee's screening criteria in order to be admitted to the Section 8 Program.
Can I use Section 8 to buy a house?
The Housing Authority of Chelan County and the City of Wenatchee's homeownership option is designed to promote and support homeownership by a "first-time" homeowner- a family that meets the definition in the Administrative Plan. It allows one or more members of the family to purchase a home. Section 8 payments supplement the family's own income to facilitate the transition from rental to homeownership. The initial availability of these assistance payments helps the family pay the costs of homeownership and may provide additional assurance for a lender, so that the family can finance the purchase of the home.

The HUD-VASH Program is a partnership between the Department of Housing and Urban Development (HUD), the Department of Veterans Affairs (VA), and many local Public Housing Authoritiies (PHA's).
Low-income Veterans who are eligible for HUD-VASH recieve a specialized Housing Choice Voucher (HCV) to be used at the rental of their choosing. In addition to the rental subsidy, eligible Veterans also receive ongoing supportive services from the Community-Based Outpatient Clinic in Wenatchee. Our local HUD-VASH Program currently serves Veterans in the following Counties: Chelan, Douglas, Okanogan and Grant.
How can I get involved with the HUD-VASH Program?
If you are a property owner or manager with available rental units, you can get involved simply by renting to an eligible HUD-VASH Veteran in your area. There are many benefits! Landlords who have worked with the program comment that their HUD-VASH tenants have been extremely "appreciative of the opportunity," and that they are happy to participate.
